Neither, the temp is not high enough.

If you asked say 90 degrees with 10% humidity vs 85 degrees with 60% humidity I would say the 85 degrees. 2 weeks ago here, it was 95 degrees with the humidity of 70%, it made it feel like 105 degrees. At work we do not have air conditioning, inside the building it felt like 110 degrees +.
