        Most of the Chrome like paint systems are laid over a black base that is cleared, wetsanded, buffed and polished till it is perfect. The paint is sprayed over that then cleared over.

        I wonder if those marks were in the clear before the chrome like paint was sprayed. It won't buff out LOL!!!!
