I noticed my fender has some paint peelage. I think it's just the clear coat. Two years ago, the body shop had to fade/blend the paint on the fender to match the new bumper they had painted. I dont know how the procedure to blending the fender but i'm wondering if it was a bad job on their part that cause this or something else.
Over the summer, somebody hit this fender and there's a huge dent (the size of my open hand). I pulled some of it out but it's still noticble at the right angle and if youre looking for it.
I checked the other fender and there is no sign of the peeling
The yellow circle is where the dent is (no paint loss or transfer), where i was hit. The red circle is the paint peeling.

How do i fix this so it doesnt peel more. Can i do this?:
Wet Sand, then touch up paint, then wet sand to level?
