Hold a nylon brush against the face of the pad while brining the RPMs up to speed. The bristles of the nylon brush will kick-off and remove any built-up residue without hurting the foam pad.
Like this,
The brush in the picture is a special pad cleaning brush by Ferro but a medium to hard bristle tooth brush will work.

Here at Meguiar's, when we're through with a pad we store them in a cupboard where they dry and then before using them again we clean them in the above referenced manner.
We don't wash pads and at this time we don't have a recommendation for washing pads.

Okay, so if you just store the pads up in a cupboard after you are through with them, how many uses do you get out of them before they need to be replaced?
I guess I was in the dark about this, I wash my pads every single time after I am done using them. I let me soak for about 2 hours in a mild solution to break up the polish, wax, or compound and then I rinse them very well 2 or 3 times.
