Would adding something between #80 and #16 make a noticable differance? If so, what do you suggest?

There shouldn't be a problem.
What about the body kit needs to be cleaned before painting?
You're painter is going to sand/scuff the panels before paint correct?
If they are just dirty, you might want to just stick with washing with Meguiar's M0016 Hi Tech Wash as this is a body shop safe car wash.
