    Many plastics can be restored with wetsanding, depending on the coating, material, and desired finish. Proceed with care, but you could address most issues just like headlight lenses .

      Shampoo, clay, mild cleaner (UP or swirlX, test spot first), then wax

        That looks like it could be damage from a bird dropping, yet you say it feels perfectly smooth so it may be a paint defect. Maybe your car dealership will be able to replace it as defective under warranty? I have a similar black glare shield on my Lexus RX350 and I use ULW on it and the B-pillars. I also use UQW after every wash to refresh the protection. You could also try using a coating product if you think your vehicle is in a hostile environment. Just maybe Meguiar's will be offering a coating here in NoAm soon.

          Yes it feels perfectly smooth.
          It's not painted plastic - full dark plastic material. I put ULW on it and I hope it will protect for the future (i will go crazy if this defects continue, I will paint damn thing :-)).
          Idea for replacing - it will be long battle with dealership.

            just wax it and treat it like paint.
            Although if your in experiences I wouldn't go beyond wax. You'll mess it up beyond repair if you don't know what your doing.
