both? try them out, let the paint tell you what to do.
Are you doing this by hand?
Myself, I would use 66, DAp and a yellow pad. That would get all those spider webs off in a heart beat.

M66 is a cleaner/wax. DAp = #80 Dual Action Polish.
But those would be more for swirl rmeoval by machine.
But the answer of getting both UC and SwirlX is probably pretty correct. Removing swirls by hand kind of *****, and may need UC to make it doable. But black paint can be soft, so may need the milder SwirlX to remove any marring from the UC.

M66 Quick Detailer is an awesome cleaner wax.
I'm not a big fan of paint correction by hand. So a cleaner wax, worked well by hand might give you better results in one application.
The cleaner wax polishing oils/abrasives/wax will remove/hide most of those light scratches. So I'd try that first.
One thing you don't want to do is get buried for days trying to correct your paint when you really want and easy solution.
Also you want to try the "least aggressive" process first.
So if your going to do paint correction by hand don't give up! You can do it but it's going to be some work.

let the paint tell you what it wants. We can't tell you exactly what to do. You'll just have to do it. You'll figure it out with no problem.
All paint is different, even on the same car.

Try SwirlX first, experiment with it. Try different pressures, different techniques, duration, and number of applications. If not, move up to UC. Take note to do a test spot before doing the entire car. If all goes well with swirlX, assuming you found the sweet spot in application techniques, then maybe you won't be needing UC after all.

I think I might go for the polisher.. initially didn't want spend the money but I think it will be worth it for all the elbow grease it would save me in the long run and the better results I'm going for.
