My next detail I am going to use both these products, using the cleaner on the whole car and the scratchX on the bigger scratches. Which one should I use first?

Scratch X.
But you may need something more aggressive like Swirl X or Ultimate CompoundJoel

Do you mean one that is more aggressive than you need?
If so, that just means you will be doing more work than you need too, and spending more time and money.
But it should not really damage anything.

The ScratchX 2.0 is not "super strong" to where it would dig through your paint if you used it.
Using a strong compound by rotary buffer, or wet sanding, is certainly the extreme.
Just use he ScratchX 2.0 on your bad spots, see how it works, get your techinique right. Ask back here, and with pics, if you have any problems/questions. Make sure it all works in one spot before you do the whole car.2017 Subaru WRX Premium - WR Blue

Always do a test spot on to get a process dialed in. As Joel said, if you use a too harsh product then you will have to go down a step to clean up what that did.
Test spot will dial in a process.
