Since the arches are painted, I would definitely give Scratch X a try.

Should i wash first, then scratchX (I have read the how to articles) and then wax?

Yes, give it a wash, even a quickly clay if you have any. Then ScratchX. Waxing will not remove anything, so if you want to protect after removing stuff, that is good. No need to wax right away if the stuff is still there.
