    WOW I pity the folks that were involved in this...for as many times as I've travelled the 'Pike, I've never encountered anything like this!

            I think the most important issue here is that they should have shut down the highway. That was really risky to let people drive through that. I know PennDOT didn't want to cause a backup but when I weigh that against safety, I think the answer is self evident.
