I think you have that backwards. A "Harder" pad will require more heat, thus on normal braking conditions they won't wear out as fast. If you have a softer pad, yes the initial braking point is "better" but as temperatures rises it will wear out faster and not brake as hard.
Which is why Porsches, Ferrari's, etc. use harder brake pads which actually eats up more rotor. That's why Euro cars always replace the rotors and not resurface them.
