Question about Meguiar's selling #16 Paste Wax...

So I understand about the VOC laws, and thats the reason the #16 was discontinued. I also understand that Meguiar's still makes this product and still sells it overseas.

My question is would #16 pass VOC laws OUTSIDE of Orange County California? If so, why isn't it sold around the US just like it is outside of the US? Is it too tough for Meguiar's to check the VOC laws for each individial state?

I'm just curious, if #16 is legal in Texas, why isn't it sold here?

If you ask any company that has to maintain separate product lines and manage distribution of different products for California and/or SCAQMD compliance they’ll tell you (vehemently) that it’s a big pain in the rear.

If a large percentage of your US sales are to California or a particular product's sales volume is marginal anyway there’s little incentive to go through the trouble.
