What's the name of this light?

I know I have seen this light numerous times on the forum, but for the life of me I can't remember where I have seen it. I would do a search, but I can't remember the name.

Also where can I purchase one of these. Thanks in advance.

...and there is a little trick to using it. You need to hold it high, as shown, and look into the two spots of light as though they are the sun.
