Acenas, it sounds to me that your neighbor's dog is suffering from separation anxiety since at night when the family is home it doesn't bark. Do a little online research and hand them the info, if they care about their dog they will help it get over this problem.
Yep...we got 'em. Luckily they usually shut-up around bedtime. We've also got some neighbors that LOOK like they can bark! They make their fare share of noise and I think I prefer the dogs to the racket that comes from their place!!!!
Check out the noise ordinance in town hall & while you're there find out if there is a seperate ordinance about leaving a dog out & unattended during a specific time period. I hope there is like in my town so you can get some sleep. Good Luck!
While I sympathize with your situation, believe me I understand all too well, let's keep in mind that this is a family site. Even in jest, some may take it the wrong way.
A number of years ago a fellow employee came into work one morning feeling very guilty. He had been having alot of problams with a neighbors dog and of coarse nothing could/would be done about it. One night he had enuff and grabbed a wrist rocket and a steel ball bearing. In the end it was a trade off. He eliminated a troublesome dog but inherited a guilty conscience. Both can keep a person up at night.
I was once told a story about a sheep rancher who had a neighbor whose dogs were killing his sheep. He thought about doing several things to cure the problam. Putting up fences, going to court for reimbursement, poisoning the dogs etc. But what he did was give the neighbors kids a baby lamb for them to have as a pet. They all thanked him and off he went. Shortly thier after his problam was solved because his neighbor put up his own fence to keep the dogs in so they wouldn't kill the new pet lamb.
Just something to think about. Unfortunately some people who have dogs don't care about how much they bother the neighborhood. The tough part can be making them care what thier dogs are doing and doing it in a none offensive manor that will make them think it was thier own idea and it is best for themselves. Because that is all they think about is themselves and thier dogs and nobody else.

I had an issue with a neighbors dogs. He had an outdoor kennel and his dogs (2 labs) would bark continuously whenever the owner was away and during most of the night hours. I spoke with him about it and he played dumb as the dogs weren't barking when he was home. I discussed the issue with several neighbors and we all paid him a visit with a 60 minute tape recording of his dogs. There were 6 of us visiting him and he got the message. He kept the dogs indoors for about two months before he finally moved.
This is where he lives. Today after church he was outside the cage but was tyed to it. Might be why he barks. He has a nice big yard to run in. My neighbor directly behind me has two labs that love to play ball. We open the gate between us and we play with those dogs
No barking unless you do not throw the ball, that's all they think about is ball....
