Can I safely use this product to strip the surface prior to applying protection? If so, does it need to be rinsed after wiping? This would be on satin white vinyl.

You shouldn't have any issues at all. We would recommend rinsing after use just to ensure you're not leaving any residue behind that might negatively impact whatever protection you plan on applying.Michael Stoops
