Is cleaner wax applied the same way as regular wax, letting dry first before wiping off? Or can I use it like scratch x 2.0 to remove water marks like rubbing it to remove to marks and then wiping it off without letting it dry?

Yes, it is applied and let dry before removing.
However, it is pretty mild. Even if used like ScratchX, it wont remove much. If you wanted the cleaner ability only, yeah, you could remove it before drying. But not really the right product for the problem.2017 Subaru WRX Premium - WR Blue
