I just bought a Quart bottle of Quick Detailer and the directions say nothing about washing the car first. Is this something that has to be done? Common sense telles me to wash my van when it is dirty, but it was washed and waxed last weekend and it just has a little dust on it. Do I still need to wash it or hose it down?

What is your definition of "little" and dust? If the vehicle is driven every day then after a week it probably has more then just a little dust.
Personally, I use detailer after it's washed to remove some minor water spots. If I wash my vehicle and park it in the garage or only drive it for a couple of miles I hit it ether with a CA duster or some QD. But if it's driven for a few days for longer distances, I'll usually wash it.
With that said, if you feel that it is just light dust and you don't have detailing OCD then you could use QD. Change the face of the MF towel often and don't press down hard.
