Can you use swirl x over your wax? Or is it best to strip down the was, wash, clay, swirlx, and then wax?

I'd Strip it down as the wax is acting like a layer of protectant and considering you want to correct swirls in the clear. I do not know if a DA would have enough to do the job. I'll leave the experts to that questions.
I recently done some full multi-step details on 5 vehicles. All have swirls and I was prepared to be redoing the work once I get my buffer.

While technically you can use any paint cleaner over an existing coat of wax, it will of course strip the wax. Now, depending on how durable the polymers might be in that wax, it could to some degree compromise the paint cleaner's ability to do it's job. At least until that coat of wax/sealant is fully removed.
If you haven't waxed in several months then it's doubtful there's really much wax there anymore anyway.Michael Stoops

I guess it would depend on how long ago it was last clayed, but I would recommend stripping the wax off with clay and then doing your swirlx, polish and LSP in that order. Your definitely going the correct route though by starting with swirlx as it is one of the least aggressive products.
By the way, I would avoid using Dawn as your soap to wash the car if you were thinking that. Some people use it as it will strip wax quickly, but the chance of drying out the paint and trim just isn't worth it to me. Use a quality car wash and then QD or ONR (2 oz per gallon) as your clay lube. Just my .02.
