thx for posting. Just picked up 2 bottles of this product at Big Lots. 3.50 is pretty cheap. My local store has at least 50 bottles in stock

A complete guess but I think maybe the Hot Rims Chrome Wheel Cleaner. The only reason I say this is because I have used multiple consumer line wheel cleaners, and it seems that the smell of Hot Rims Chrome is the most harsh and smells the most like Wheel Brightener, which leads me to believe that it is probably somewhat acidic.

Anyway, here's the link and there are two types of acid listed in the current MSD sheet.
You're not supposed to leave it on longer because it does in fact contain some acid for cleaning strength. It's also not an "all" wheel cleaner, if you read the back label it states not to use it on polished uncoated aluminum wheels, polished/uncoated magnesium wheels and anodized wheels. There maybe some other wheels or coatings listed but I don't have a bottle in front of me while I'm typing to check.
Hope this cleared up any confusion.
Also the Hot Rims Aluminum Wheel Wash appears to be filed under G143 in the MSDS: http://www.meguiars.com/msds/G143.pdf Which doesnt show any acidic ingredients. I do see there is a just a "Hot Rims" which is product code G95 which is acidic but I think this may be different than the Aluminum Wheel Wash.

I have machined clear coated and painted aluminum wheels. Going with the flow of least aggressive, I have purchased the Hot Rims Multi Piece wheel cleaner and it works great. Just simply spray, let soak a moment or at least long enough to get your brush and scrub away and rinse thoroughly.
I just picked up 6 bottles at Big Lots for $3.50 each. They also have Quik Wheel Detailer too that I may pick up.
It's good stuff and as Mike said, it's now repackaged Hot Rims Aluminum Wheel cleaner.
Just remember if you use a wheel cleaner, it usually strips any wax you have applied. I cheat once in a while and spray wheel cleaner on the lower parts of my car to get rid of the tar that's slung up there and although it removes it, the wax is gone too!
