Well, my car got parked next to a sprinkler system, so besides the fact that half of my car is covered in water spots , my tires have what appears to be an oily film on them. Any ideas?

Well it's probably some portion of the M38 on the surface. Try giving them a wipe with a clean towel dedicated for tatty work.
