Hey,
Although I only use the Meguiar's pads, it may be that you did not work the #83 long enough. In order for the diminishing abrasives to break down, it may take 3-5 minutes (until only a slight dust/residue remains) per 2'x2' area with the PC set to speed 5. Also, be sure to apply adequate pressure to the buffer's head while buffing.
If the paint is a darker color, you may need to follow the #83 with your #9. Also, I would use a W-9006 Finishing Pad and keep a wet edge. In other words, you work the product in at speed 4, but remove the residue while it is still damp.
I hope this helps!

Hey NVCobra,
If 83 is worked in properly it should leave no to very minor swirling. If I recall correctly the cobra I worked on once had quite hard paint, I actually think it was a 97 also. I to used 83 and then followed it with 80. Number 9 should work fine also however I think if you are using Sonus pads, you might want to go to the blue pad for the #9. Just make sure you are letting it completly work in before you buff it out. You might have to do two sets with the #9 but I think that should remove your light swirling.
Hope this helps
