While I don't mean to speak for Mike Phillips, I don't believe that's what he means at all. I read that statement more as "some people just enjoy giving the maximum to their paint".
I've used #7 on single stage paint and on base/clear finishes and while it seems the most noticeable difference is on single stage, that does not mean you won't see a difference on base/clear paints. I know I certainly have noticed a difference.
