I have both, never made a side by side test but they are both wonderful products.
I don't know if in the formation or chemicals one is better than the other but I know that one thing is that #7 is a hand applied polish and the #3 you can apply it using a rotary buffer.
I think that #7 you can apply it using the PC / orbital buffer and hand as well. #3 all the above + rotary buffer
Maybe some of the guys could give you more information about the difference between them

Hey,
Meg's M07 contains the richest amount of the TS Oils. Whereas M03 contains slightly less TS Oils, but can be applied by rotary buffer, and is a little easier to remove.
In practice I use a lot of both. In a side by side comparison on paint that has been well prepped, I doubt many would see the difference between them. In the end, either one does an awesome job!
