I tried increasing the speed on my PC 7424 and marking the foam pad according Mike Phillip's recommendations but the pad does not rotate any faster regardless of what setting is used. The motor definitely increases speed but the pad only rotates faster when not applied to a surface. It doesn't seem to make any difference what pressure is applied, the speed is fairly constant. Is this normal?

I think so. The speed settings on your dial are for OPM (Oscillations per minute), not RPM (revolutions per minute). The PC 7424 and the G110 utilize both oscillation and revolution movements as true DA's, but the speed settings increase the OPM's only. I believe the RPM's are set to one speed.
