You dont really use a backing plate. You use an Arbor adapter. WHen using these types of wheel, you dont use the flat side of the wheel as you would a traditional "pad". These wheels are used to buff from the "edge" of the wheel.
Think of it like your tires. You use the "tread" to ride on. Well, these wheels are the same thing. They are used along the tread to do their cutting.
