Can this be saved

Beautiful color on my father's e39 that I am detailing and I am wondering if this could be wet sanded to bring back the color. I am not taking about major deep stone chips, just this million of small dots.

The small dots are stone chips as well. Some could be other debris that a wash/claying/cleaning may remove, but wont go away entirely. Sanding wont help those either.

You could likely detail the car, and getting some shine back on it overall would lessen the appearance of the chips.

I understand that they are chips as well - clay did not improve the situation. Just curious if perhaps leveling these off a bit would help or is it a lost case and nothing short of re-spray would work here?
