Re: How to Detail / Repair This? (by a novice)
Welcome to Meguiar's Online!
I unfortunately do not have any ideas for you on how to repair your vinyl decals without removing the decal & replacing. Maybe others will.
We would be happy to help advise process/products for rest of boat if needed.
Here are some pictures from a recent detail we did on a boat for reference if needed:

Re: How to Detail / Repair This? (by a novice)
Nick,
Thanks for your response. I currently have and use numerous MeGuiars products.
To anyone that has some repair advice----------
1. I am not looking for "perfection."
2. The "wrinkled" vinyl next to the torn spots is exaggerated by the close up pic. I am not trying to repair the wrinkles, but will if I can find an easy somewhat effective way.
Heck, I was think about repairing gelcoat on the one spot neeeding it, and then finding some vinyl decal material the same or as close to the color as possible, and then cutting and applying it. Any better ideas?
