It's probably OK, but I remember someone mentioning that the HF rotary has a tendency to change speeds on it's own - but that may have been just with that one machine.
This question has been posed before. My opinion (and I own the same rotary) is that it is fine for occasional rotary work and great to practice your skills. For serious rotary work, than a better quality rotary would be in order. However, the HF rotary works fine for my occasional needs.
I own a HF rotary and have not had any problems with it. The load speed may not be as good as the more expensive ones but it works in a pinch until you get the funds for a Makita or Dewalt or whatever....
Use a good quality extension cord and use a larger gauge wire, mine is 12ga. That is so you don't ruin it or any other electrical tools you use an extension cord with.
I used my HF rotary on a Dodge Quad cab pick up and had no problems with it.....
Just check the brushes once in a while, make sure they are wearing evenly....

I would just buy a good one straight out of the gate. I'm a firm believer that you get what you pay for, plus you don't want to buy the cheap one now and end up buying the same expensive one later.
I have this rotary, and it does change speed from time to time on its own...
I think the problem is, when you work to long, it overheats and starts working faster where it allows more air to go in, cools down and in like 2-4 mins slows down to the same speed you were working before. I have detailed 10 cars so far, and its still working but I see its about to die.
