I recently ordered this backing plate and i was wondering if it is suppose to have that plastic peice in the middle or if it was a bad backing plate?

Yup. Normal. Its the centering cap and meant to be used with older pads (non 2.0- washeable).
Unless you go for the W66 (solo b/p) or the newer W68 (for 2.0 pads) - both dont have the centering cap.
