W-5500 Pads

I was doing my inventory of my stuff and I found a w-5500 Softbuff buffing pad.

It is used for what machine and for what use? Can I use it for a rotary?

It is not clean on the Meguiars online store.

What does it have for a backing plate? A red plastic plate with about a 5/8" coarse thread hole?
