Here is my main issue right now. I am trying to remove some defects from my dad's car. It has some bird dropping etchings which I have not been able to remove yet with my PC. I am not sure if it's because of the Sonus polishes I was using which are not aggressive enough. I am thinking of either purchasing the rotary at this point since I fear that my PC is not cutting it, or just try a product such as #83 and hope for the best.
Well, I'd take the cheap solution first, go out and buy yourself some proper polishes that are a bit more aggressive. I've got nothing against sonus or the other brands, but the results don't seem to be as predictable or consistent as I'm able to get wtih Meguiar's 80-series.

I would definitely say to get at least 83 and 80, and a few Meg's foam pads for your PC (7006, 8006, 9006). If that still doesn't cut it (and with the PC, it may not.... but the PC has alot of capacity when combined with the right pad and product), then go ahead and step up to a rotary. Just keep the PC around for removing those rotary-induced swirls that you WILL introduce to the equation. Hit the car with 83 and a 7006 or 8006 (start with the 8006) on the rotary, and follow that with 80 on an 8006 with the PC.
