I think it's time to bring out an old credit card or plastic razor blade as you said. I'll give it a shot... thanks

Give us an update with pics if you can.

Very interesting problem, I'd like to know how the fix works.

plastic razor blades are now in the mail (along with about $200 worth of other meguiars stuff... lol)

One thing I noticed that was not mentioned, and perhaps you already know this; If you try to polish this out with more aggressive pad/product the clear/paint around this "deposit" will be removed as well since you can't just touch the pad on the stained area alone. If the defect is higher than the surface of the clear, when it's levelled to where its no longer visible the clear around it will have been taken down that amount or more, depending on whether the "deposit" is harder than the clear. Am I explaining this correctly?

Here's a crude diagram of what I'm thinking which shows the "deposit", how it presses up into the pad when polishing and how the clear coat and the "deposit" are removed together. I guess what I'm saying is be careful not to go through the surrounding clear while you are focusing on the stain itself. (tunnelvision) Ask me how I know this?

yeah I hear ya. I won't be using any compounds that cut too much clearcoat. the only stuff I have right now is #83.

despite how awful the pics look, these spots aren't too noticeable when the car is clean and everything. I think if I can chip most of the oxidation away, and just go over the spots with #83 a few times I should be fine.

              ** UPDATE **

The good news is: the car is looking great (99%) except for those spots. I picked up some of the detailer line of meguiars products: APC+, glass cleaner concentrate, last touch, and hyper dressing. The HD is awesome...car is 4 years old and the engine bay looks brand new now. I'm simply amazed by Last Touch. I have never seen a quick detailer product that simply refused to leave streaks. I knew this stuff was a bargain but I didn't know it was such good quality.

The bad news is: The spots did not want to come up with help from the plastic razor blades. The hood and front bumper both have many rock chips from regular driving so I will probably take in these 2 pieces for repainting, eventually.

For now I have given up on the spots. They aren't getting visibly worse. Maybe some day I will give wetsanding a try, I feel that may be the only way without repainting the whole thing.
