I have a car with a replacement wood steering wheel installed. The steering wheel has scratches that looks like it was rubbed on a cement floor. I can feel the scratches. Can this be fixed? If so, what do I get? Thanks

To remove a scratch on ANY surface you have two options: fill the void/scratch/indentation with materials (paint, wood putty, cement, etc), OR lower the surrounding area to match the level of the deepest point of the scratch (sanding/polishing/compounding).
With a wood steering wheel you will likely need to sand it, but you might want to consider filling it with wood putty and then staining the whole thing to hide it.

Can you get one a little more in focus? It seems like you are showing that there is just a small area that is scratched but it follows in a line/curve according to the curvature of the wheel?
I once put swirls in my paint just to see what it looked like.
I don't always detail cars, but when I do, I prefer Meguiar's.
Remove swirls my friends.
