I would try some NXT Glass Gleaner with a microfiber. Depending on how much tar is built up on the glass, a few repeated applications may be necessary to remove all of it.
Smoking in the car is more damaging then what yout think. The lingering of the smoke gets into the CD player and leaves its deposits on the lense and can over a period of time it can gum up the player. Will get on the dash and make it sticky.
I learned this at the dealership where I used to work. Take one wet rag and wipe down the glass. Spray window cleaner on the glass and with a dry rag wipe it off like you normally do. It might help to get a bucket full of water to keep the rag clean.
When I worked on TV's, we had a customer that the picture turned "yellow" we showed up and she was a chain smoker.....
We ended using alcohol to clean the screen which made the TV back to normal.
That might just be the simplest thing to try, go to Target and get the 95% strength and use it straight with a terry cloth wash rag using both the strong solution of alcohol together with the nap of the terry cloth to scrub with.
If that doesn't work then using some Ultimate Compound should do the trick.

It will eventually gum up the steering wheel and seats as well. I inherited a old Buick, that had a sticky substance all over the steering wheel, it didnt strike me immediately as to what it was, but it was nicotine
