I've been having a look at your pics.Most of the splatter is all around your radiator.Have you checked the level of your antifreeze.Although that shouldn't stain like that.You can also check your refrigerant level(air con).If there is something wrong with the air con.you should see foamy air bubbles in the glass viewing receptical.
Probably,you could try to use the above mentioned...APC with a brush.Have you got APC?

yeah the first thing i did before i started cleanup was checked on all my fluids, hoses and caps. everythings good so no worries there, and no i dont have any APC

You don't need Meg's APC, any All Purpose Cleaner should work.

I know you are eager to clean this up.You need to check what caused that to happen.
If your engine is cold,take off the cap and check that your antifreeze/water is up to the neck.It looks like there has been a leak and while you were driving,the air entering caused it to splatter all over your radiator,which got caked on with the heat.The whiteness could be deposits from your cooling system.

I guess ill have to get into my shop tomorrow and see what kind of cleaners ive got around. i just didnt want to add to the mess just in case any kind of cleaners would react to the plastic, just like whatever did the mess to begin with.
I just talked to my friend that does my warranty work for me and he stopped by and said it definatly looks like rim cleaner, RIM CLEANER!... ive been letting my truck cool all afternoon and he poked around and he said that everything is cool. and warranty wont cover that unless it was actually anti freeze and even then it probably wouldnt cover cosmetic stuff anyway.

Well do a test spot.
APC's should be fine, I dilute Purple Power 10:1 and it doesn't do that to plastic.
Also you can paint them with a vinyl paint

Its not any of my trucks fluids. Thats a definite. But what it is all together i dont have a definite answer for. i dont use rim cleaners because ive had
them ruin painted wheels and make my calipers look nasty so i avoid them all together.

Must be something with a lot of minerals in it to dry like that, but not eat the plastic.

Do you have some kind of All Purpose Cleaner? like the ones mentioned above(i can't give you info of similair brands because they are different nanes here).

No, no one has been under my hood recently. my friend did make a good point i work security in a high gang activity area. im there to keep them out actually. and they have been doing alot of tagging lately. and i have to park in a "SECURITY ONLY" parking spot. other than that, theres no reason it should be under there.
I dont have any, ill have to run to the store in the morning.
