    First you need to know that it is against the law to discharge water with any kind of chemical into the storm drain or on to the ground, Federal Clean Water Act. If you are a minor your parents will be liable for any damages in this regard.

    That said, you could wash and wax cars quite simply. Go to someone's home or office, take the car to a car wash, either an automatic or self service and hand wash and then bring it back to their home/office and wax it. No buffing or polishing, just hand wax.

    You could buy a shop vacuum and vacuum the interior and apply some dressing to the vinyl and leather, also to the tires.

    I would do nothing more than that. You will not violate the law and could make some good money.

    Just advertise a wash and wax and interior vacuum service at "your home or office."

        yea.
        It collects the water and you can drain it into a tank to be disposed of safely and legally

              There are also a few car wash soaps that require only a gallon of water and no rinsing. Completely compliant because there is not water and soap running into the storm drains or into the street.
