Scratches in clear coat on a new truck

I live On Nantucket and a friend let his younger brother use his new truck for the afternoon. When he returned it he had out 1000 new pinstripes on it from driving down coountry roads where scrub oak branches were sticking out. What appears to be damaged is the clear coat on his new truck. What is the best thing that he can do to try to get rid of the scratches?
Will be happy for any suggestions!

Simple test: will a fingernail catch in the scratches? Obviously, there are many to measure, but any that do catch a 'nail are too deep to be completely removed.
