Well here is what the Meguiar's website says about the #80 product so I would assume you may apply by hand seeing how it states in their remarks that you can;
Speed Glaze provides paint shop safe protection. Removes light to moderate swirls, oxidation and paint defects. Restores a glistening “new paint” shine. Versatile – can be used with a rotary buffer (wool or foam pad), D/A polisher, orbital or by hand. Easy, low dusting wipe-off.

The question is however, what do you want to accomplish with hand application of Speed Glaze?
Make the paint look good?
Remove swirls and scratches?
If you want to do the first then of course you can apply Speed Glaze by hand. If you want to do the second then you will get better results hunting down some ScratchX and using this paint cleaner to remove scratches. You can remove fine swirls and scratches with any of our cleaner/polishes by hand, but best results come from machine application.
Factors such as paint hardness, depth of defect and skill of user all come into play when using any kind of product to remove defects by hand or machine.
