Luckilly mine stays inside the fenders for the most part, (well the mudflap too) but to prevent it in the future, if you know your going to light 'em up, wipe on a little crisco cooking oil on the body where the rubber accumulates. This works great and has no long term affect on the paint, I mean I wouldnt leave it on there for an extended period of time.

If its not thick (if you can still see body color) then an old wash mit and lots and lots of suds with very very little preasure. Lots of suds and water! take your time and repeat as many times as needed while rinsing the mit with fresh water imbetween.

you could also try a solvent if that doesnt work out for you. I would start out with a very mild solvent(pro-sol). If you are pretty skilled you might try fast dry laquer thinner as a last resort.
If you have a urethane (basecoat/clearcoat) finish it wont hurt anything, just keep application to a minimum. dont soak the rag in thinner, just dampen it. you might hold the damp towel over the spot to work on for a minute before wiping, that will give the solvent a chance to do its most effective job. hope this helps!

Steve from GURU WAX REPORTS, has specifically mentioned using Meguiars Quik Wax as the product of choice prior to a motorsports event on painted areas likely to become "rubberized," as being the best way to deal with the post event - rubber on the paint issues.

For the wheelwells, I would suggest Black Magic Tire Wet...it's cheap, very thick and greasy...and it's the only use I can find for it

*EDITED TO ADD: You could try Meg's Body Solvent or a tar remover for what's on there now.
