Would the DC#1 be strong enough when used with a PC to remove cobwebb scratches and etched water spots? Or do i need to go with like #83 or #80? I don't have the backing plate and pads I need to try so I thought i would ask first.

You really need to use a cleaner/polish or a paint cleaner, something with a diminishing abrasive to remove swirls by hand or machine. Deep Crystal Paint Cleaner is a great paint cleaner for cleaning the surface of bonded dirt, oxidation, staining, etc, but not really for removing below surface imperfections.
