    Yes, but its effectiveness will be compromised as compared to machine application.

      I have used it by hand. It didn't do much for the swirls I had, but the paint was squeaky clean. It really needs to be used with a machine if you want to remove swirls.
      Don't take life too seriously, no one gets out alive.

        i was just looking for a good paint cleaner. what would be better to use if i am applying by hand #9 or #80.

          I used both #9 and #80 by hand before buying a pc. They both did a good job of cleaning the paint, I liked the "look" that the paint had more after using #80 tho. To my eyes the paint looked a little richer. But looks are very subjective and everyone see's things a little differant. Just giving you my opinion
