There are many things to get that off. I take it normal washing doesn't get it off. Try washing with something like Meguiars body solvent. Or citrigel cleaner, p21s total auto wash. You could even try goo gone or 3m general purpose adhesive remover.
As for how much to charge, what ever your expenses are + your time. I do this a lot for people and sap deposits on their car.

I don't know how bad it is, but if you can physically feel it, I would try and get it with a chemical cleaner to reduce the chance or marring the surface. Bug and Tar remover would be great. Let it sit for a while then remove it. Might need a few applications. Then claying afterward and waxing will leave a great finish. Make sure to get some before and after shots.

My experience is that if the tree sap is really bad, you will have to clay the paint to remove it. Claying will not scratch if you don't contaminate the bar by dropping it, and if you use lots of lube. Check your work after you do a small area.
I would charge at least $100 to clay and detail. If the sap is bad, the claying could take quite some time.
