Meguiar's offers a really great interior cleaner that will clean that rubber and get it looking new again.

Heavy Duty Carpet & Interior Cleaner

Then to help you apply and work one of these cleaners in and to agitate and loosen the ground-in, built-up dirt and grime, give our new Interior Brush a try.

Yes. The brush has two different types of bristles, some medium some firm, you can use the firm bristles for extra grungy areas and the medium bristle for everywhere else.

Spray onto mats, work cleaner in thoroughly and then either rinse with water or dry with a cotton towel. Repeat if necessary.

If you can remove the mats to clean them that would be best as it will help if you can rinse them clean with water versus blotting them dry with a towel. Either way will work however.

        Best of luck to you...

I use an APC/degreaser of your choice diltued with water in a bucket, scrub brush and shop vac

use brush and liberal amount of cleaning solution to lift up dirt...
wet dry vac to **** up dirty water...

with a floor that filthy may need couple of attempts to remove everything....DON'T amour all
or any other protectant the rubber floor for that shiny new look...floor will be slipperier that a skating rink...

I like using NXT wax. It's easy to take off. I usually use a PC to apply it and take it off.

my floor is done and both products are awesome. i couldn't believe how much dirt was in the floor and how it just lifted out of it. i'm going to go over it again tomorrow morning, just because it was pretty bad in certain area's. and i guess it's time i start using floor mats.
