Im almost out of cleaner wax but I have an extra bottle of #9 (pretty much unused since I have a gallon of #80). My question is will #9 be a competent/comparable replacement of the cleaner wax? By the way I have either a rotary or a PC. which is better when applying #9? thanks again

#9 as a replacement for cleaner wax

#9 is a cleaner/polish. It will strip off what wax is there and leaves no protection of its own. You should follow up with a wax.
You can use #9 by hand, PC or rotary. If you're looking to remove swirls (it is called Swirl Remover 2.0 after all) its cutting ability is very light. My personal preference is to use a rotary for #9.
