After wheel paint. Need help!

Hi guys, I just paint my wheel to repair some surb side scratch. After sanding, silver paint 3 coat, and 3 clear coats. The surface does not have mirror look...
It feels very "particle" when touch after it cured. Is it because I should have sand the paint before applying clear coat? or wetsand now on clear coat and polish will make it shiny?

After a closer look, I believe the side of rim has a different color to the rest part of the rim. The rest of the rim has metallic silver. However, the side looks like clear coat on metal. It is just mirror like. I guess that's why they looks different.
Please advice what paint should I use on side of the rim.
