Is Meguiars APC (diluted 10:1) safe to use on wheels (all finishes) and undercarriages when washing a vehicle? Method would be to spray with APC, agitate with brushes and then wash off.

10:1 is fairly diluted, I would think you should't see any issues using it at that strength. I use it mostly at 4:1 and it's one of the best cleaners I have used, hasn't harmed anything I have used it on.Purple Towel Auto Detailing

APC at 10:1 is very safe on wheels, I use that dilution all the time with a foaming sprayer, agitate with my Daytona wheel brush and rinse well. No issues on the wheel wells or black splash guards either."STRIFE" aka Phil
