As of this moment the first level of restrictions in California prohibit the following:
PUBLIC REQUIREMENTS (EVERYONE):
- Using potable water to wash sidewalks & driveways
- Runoff when irrigating with potable water
- Using hoses with no shutoff nozzles to wash cars
- Using potable water in decorative water features that do not recirculate the water
- Using outdoor irrigation during and 48 hours following measurable precipitation
BUSINESS REQUIREMENTS:
- Restaurants and other food service establishments can only serve water to customers on request
- Hotels and Motels must provide guests with the option of not having towels and linens laundered daily
WATER SUPPLIER REQUIREMENTS:
- Impose restrictions on outdoor irrigation
- Notify customers about leaks that are within the customer's control
- Report on water use monthly
- Report on compliance and enforcement

It's high unlikely this will put many detailers out of business completely.
There are several ways to mitigate the effects of water restriction such as waterless and rinseless wash methods. Both of which can use minute amounts of water to clean an entire vehicle, compared to traditional wash methods. Also, utilizing a pressure washer, an average car will require about 3 gallons of water (if used efficiently) as opposed to using a straight hose which will use close to 10-12 gallons of water.

I actually think the CA water restrictions are a positive measure toward conservation even if there was no drought.
Water is THE Most Precious and VITAL Resource for Organic Life on Earth and its ease of availability has been taken for granted for far too long in many western cultures, especially in America.
There are 750 MILLION people worldwide are so desperately in need of clean drinking water so their bodies may function properly (or at all) on a daily basis
Therefore, it is my hope this first wave of restrictions in Ca helps to educate people on the importance of this MOST Vital Element of lifeand that the conservation of clean water is of utmost importance. Because without water, no

You DO realize California is dumping Billions and Billions of gallons of clean water into the Ocean to save some non-indigenous fish???
Meanwhile, restaurants apparently cannot give you a damned glass of water...
