My Jeep was red at some point, and the previous owner repainted it black. I don't know the specifics on what was done, but I would assume it was a cheap Maaco job or something similar. I've some some really cloudy paint on my rear quarterpanels, and some paint peeling in several places.

The cloudiness doesn't look like it's clear coat failing to me, but maybe I'm wrong. What would be my best approach to these spots? If it's a one-step paint job, would a harsh cut or even wet sanding be my best approach?
For the peeling, I figured my best approach might be to tape off a larger area, sand it down to the red or further, prime, and then paint. Is that duplicolor stuff any good? Or would I be better off with the roll on Rustoleum job? Or some other paint?
I'm not trying to get this into showroom condition, but I'm just trying to improve the condition.
Any advice would be awesome.
