why do you want to do this?
Is the Break Dust Barrier isn't working?
I haven't had to remove BDB but I'd use M105 for starters.

Sure, you can apply UP over BDB. But what are you looking to accomplish by doing so? Do you want to remove the BDB - UP won't do that. Are you just looking to add some gloss to the wheels - UP isn't going to last very long on its own here.

BDB is starting to break down and flake away and it looks bad and i want to remove it and i had to replace a wheel cause when i was trying to remove BDB with a microfiber towel sprayed with BDB it made the wheel look horrible, where i was starting to remove it the wheel turned bluish and got bumpy
