      kinda looks like little rust spots starting to form or small oxidation. That stuff comes off pretty easy with a good chrome/stainless polish.

          Or etched with some thing.

          May not be able to do a lot if actually ate the surface away.

            Assuming the wheels are chrome-plated - it looks like the chrome has locally pitted to the nickel-plating underneath.

              I am just trying to help the owner.
              I will try to get answers to all the questions posted ASAP.

              I agree with some sort of pitting, which may be more visible now that she cleaned the rims for the first time. Likely not visible on the car from standing distance, but when drying the rim it is painfully obvious.

                Looks like it pitted through its a common thing with gm chrome I see it on escalades all the time.
